Study On The Multi-sectoral Cooperation Management Mechanism Of Equalization Of The Basic Public Health Services In Chongqing

In2009, our country bringed promoting the gradual equalization ofbasic public health services into one of the five priority reform of themedical health system reforms. The equalization of basic public healthservices was considered to be one of the important contents of the medicalhealth system reform, cleared about9classes21items of the basic publichealth services, asked relevant departments to strengthen cooperation, allthe services must be practicable, promoting the equalization of basicpublic health services step by step. Chongqing is the municipality of verytypical of urban-rural dual structure, under the special situation ofChongqing, how to truly achieve the equalization of basic public healthservices, must be research and analysis in depth. This study is toaccurately find out the major problems existing in the multi-sectorscooperation management of basic public health services in Chongqing,clarify the responsibility of government departments, professional publichealth agencies, medical and health institutions, explore to build the model of multi-sectors cooperation management which is suitable for Chongqing,improve the multi-sectors cooperation management mechanism, quickly topromote the equalization of basic public health services in Chongqing.Also this study has certain reference value for the basic public healthservices in our country.First of all this study summarized and analysised the multi-sectorscooperation management in the field of public health services both athome and abroad, to provide the reference for this study. Then bysummarizing the main methods and achievements of basic public healthservices in Chongqing, qualitative and quantitative investigating therelevant government departments and the urban and rural grassrootsmedical and health institutions of4district (county) by random sampling,researching and analysising the situation of the multi-sectors cooperationmanagement of equalization of the basic public health services, finding thefollowing questions in the multi-sectors cooperation management of basicpublic health services in Chongqing. First the departments and agencies ofthe multi-sectors cooperation management have the defect, do not play agood role. The Second is the service ability of primary medical and healthinstitutions is limited, influencing the final result of the multi-sectorscooperation management. The third, the responsibility of each departmentand unit is not clear, it has poor accountability and responsiveness, and theefficiency of operation and management is low. The fourth, the multi-sectors cooperation management is lack of the effective cooperationplatform and management mechanism. Through using and analysising thesuccessful experience for problems of the multi-sectors cooperationmanagement both at home and abroad, this study put forward thefollowing suggestions: strengthening the construction of the departmentsand agencies involved in the multi-sectors cooperation management;improving the service ability and then playing a good role of net bottom ofprimary medical and health institutions; building the cooperation platform,clearing the responsibility of government departments and the tasks andgoals in the multi-sectors cooperation management, building the model ofmulti-sectors cooperation management; improving the multi-sectorscooperation management mechanism, to strengthen the cooperation,standardizing cooperation and improve the efficiency of cooperation.
