With the rapid development of economy, the enlargement of city scale, the increasing number of traffic, it has produced many problems, such as traffic jam, frequent traffic accidents, emissions, environmental degradation, etc.. In case of traffic accidents, there will be exacerbate traffic congestion and jam. At this time, the efficiency of emergency rescue is very important, if emergency rescue is not in time, traffic crowed would be heavily happen even stuck. Moreover, there is another traffic accident and caused much loss of economy and the harm to health. The most direct factor emergency rescue is rescue time. Emergency vehicles travel time directly determines the rescue passage of time. When more than one accident occurs at the same time, the transportation resources allocation is often the key influence on the efficiency of traffic rescue. In this paper, the main research work is as follows:1) This paper first introduces the emergency response system at home and abroad, path planning research situation of emergency rescue, the process of emergency rescue, traffic emergency rescue process in Guangzhou, the urban traffic accident classification and basic theory of emergency resource scheduling, etc.2) According to the characteristics of emergency rescue vehicles, this paper builds a model for emergency rescue vehicles’travel time. The travel time includes link travel time and intersection travel time. The travel time considers the traffic flow, road grade, the median, the intersection traffic light time, etc.3) This paper builds a model for multi-objective scheduling of emergency rescue vehicles. Multi-objective scheduling model is emergency vehicles from multiple emergency point to traffic accident site in the case of more road accidents occur simultaneously. Emergency vehicle scheduling considers the minimum travel time. It builds a multi-objective scheduling model about minimum travel time to meet the actual demand.This paper studies the problem under the background of Tianhe district, Guangzhou city. The road network choose49network nodes,8emergency medical points, simulated 3major traffic accidents occurred at the same time in Tianhe district, Guangzhou city. This paper research the optimization model for emergency vehicle travel time influencing some factors, such as traffic flow, road grades, road length, each intersection traffic light control time, road barriers, etc. The optimized model of emergency vehicles travel time is calculated for each the shortest path of the emergency to the accident. It builds multi-objective scheduling model based on travel time estimation. It identify each emergency point send emergency vehicles to the traffic accident some specific resources. The emergency resource scheduling based on the minimum time is verified the effectiveness of the rescue package. It provide a reference for emergency department formulate emergency vehicle scheduling scheme reasonably.
