This paper based on surveying and evaluating the water resources and the utilization status ofwater in the second songhua river in Jilin city,conducting surface water and groundwater jointscheduling simulation. Mainly from water demand, water supply and water and other aspects ofanalysis, allocation of water resources in water supply and demand balance analysis is proposedbased on the rational allocation of water resources programs, sustainable economic developmentand the rational allocation of water resources decision-making basis for the Jilin City.Taking2010as the Status Quo level, selecting2015,2020,2030for the short, medium andlong term planning horizon. Using the quota method and million in added value method toforecast water demand of different guarantee rates. According to " Jilin Water Resources Bulletinin2010" and " Water Resources Development Twelfth Five Year Plan in Jilin " to ensure watersupply to predict different rates.It is to meet the water demand In the case of the status quo in thelevel of water supply, while in2015,2020and2030, the water supply can not meet the waterdemand of the situation at the planning level at95%guaranteed annual rate, the amount of waterrespectively,0.67million m3,1.41billion m3,1.12billion m3.Taking Water resources more prominent second Songhua River in Jilin City District for theapplication of the study area, through joint scheduling MIKE BASIN water resources planningrevision of surface and ground waters in Jilin, using MIKE software to establish a rainfall-runoffmodel, surface Water and Groundwater joint scheduling model, simulated the1956to2010rainfall, runoff, water supply and reservoir scheduling process. Predicted in2015,2020,2030Water problems and conflicts, including the extent and location of water, surface water, groundwater and household water use, water quantity, project layout reasonable, reservoir operationrationality. Through the rate model calibration and validation, the water network simulation modelis reliable, having a high degree of simulation.According to the characteristics of water resources in the study area, This pater establishedthe foundation program and improvement program,It is seen from the configuration, Ersong Riverand the Winde River basin were not shortage of water in the month of dry or wet. Aolong river,tuanshanzi and Mangniu River basin had a greater degree of water shortage in farming season. The improvement program utilized groundwater module of MIKE BASIN model, adjusting theparameters until it reaches the limit groundwater exploitation, playing groundwater and surfacewater to the role of mutual compensation, At last the problem of water shortages were improvedgreatly. Therefore, the establishment of joint scheduling groundwater surface water can providebasis for water rational allocation and sustainable economic development for the Jilin city.
