In recent years, the technological innovation in the construction field in China has made remarkable achievements, but the project level technological innovation has never been able to get rid of the contradictions:on the one hand, a large number of projects is an urgent need to carry out technological innovation, technology supply; the other hand, a variety of technical main innovation of technology innovation, lack of motivation, insufficient investment and lack of effective transformation and technological achievements. Caused the project level technological innovation dilemma more than the main crux of inputs, unclear responsibilities and rights, time and resource constraints, technological innovation is difficult to obtain the expected return, the project failed to establish the virtuous cycle of technological innovation.
