Study On Historical Thoughts And Measures Of Flood Control In Different Periods In Dongting Lake Region

Frequent flooding of Dongting Lake threatens people’s life and property safety in Dongting Lake region since ancient period, and it also constrains economic and social development in study area. As the new train of flood control thoughts were raised as well as the construction and running of the Three Gorges Project, the control of Dongting Lake once again became the focus among people.This article started from the basic theory of floods, guided by history and philosophy thoughts, based on a lot of historical materials, by dissecting the ideas and measures from ancient times to the establishment of the nation period, then made a pectination to the flood control theory, control thoughts, water conservancy principles and policies, institutions and legislations, flood control measures, historical materials on urban flood control in study area and so on. According to the characteristics of floods in Dongting Lake region, distinguished human history of flood control in Dongting Lake region to four stages:"forming and initial development period" in earlier period of the Ming dynasty,"historical key turning point period" in Ming and Qing dynasties,"inherit the pase and usher in the future serve period"in period of the Republic of China, and "flood control thought system forming period" since the founding of China.By summarizing the flood control strategies in different historical periods, this article explored the thought and measures of flood control and its major problems in Dongting Lake region since ancient times. Based on the experiences and lessons learned, combined with the current development situation of flood control in Dongting Lake region, this article put forward the directions and ways to flood control and disaster reduction in Dongting Lake region. The purpose of this article is providing technical reference for comprehensive harnessing of Dongting Lake in the future.After listing systematically of historical materials combined with personal reflection, on the basis of learning relevant research results in academia this article put forward some proposals for construction of flood control in future in Dongting Lake region:①properly handle the relationship between rivers and lakes;② improve flood control capability and flood control standards in Dongting Lake region;③speed up the construction of flood store areas safety;④enhance non-engineering measures for flood control, establish an comprehensive management system of flood control.
