Mineral resources are non-renewable resources which are the foundation ofsocial development and human survival. However, the development of mineralresources has brought many environmental problems which impact seriously onpeople’s living environment and restricte strongly the development of society andeconomy.So it is necessary to take the environment evaluation for the mine’s futuredevelopment and the sustainable use of resources.It also provides scientific basis forenvironmental restoration.Fushun is the old industrial base in Northeast China and has a long mininghistory more than a century from1901. In the past50years,it has produced1billiontons of coal and has paid the taxes for more than100billion yuan. The highest annualproduction of coal is18.3million tons which has a great contribution to the economicdevelopment, energy industry and local economic development.But with thelong-time underground mining and open-pit mining, a large subsidence and anopen-air discharge refuse field are formed.The mining brings environment problemswhich affect the quality of the local people’s life.Now the collapse hazards anderosion problems affect the local production and living activities and threat directly tothe local people ’s interests. At the same time, the bad mine environment restricted thedevelopment of the local economy.With the growing of living standard, people’sdemands on the environment are also increasing.So there is an urgent need for acorrect understanding of the problem for mining in order to coordinate reasonably therelationship between environment and mining.This article selects the East Strip Coal Mine in Fushun as a case study. Throughthe field investigation and combining with the related mine-environment information,the current situation of the East Strip Coal Mine in Fushun and the miningenvironmental problems are analyzed.Then,the mine environmental assessment hasbeen done. This thesis selects the three evaluation indexes including environmentalpollutions, geological disasters and resource usages as the first variable layer andconstructs the11evaluation factors including air pollution, soil pollution, waterpollution, slag covering and others as the evaluation indexes on the second variablelayer. And the paper also establishes the geological environment evaluation system forthe East Strip Coal Mine in Fushun. On the basis of analytic hierarchy process,thepairwise comparison judgment matrix including11evaluation factors has been established.Next,the evaluation-factor weights are determined according to theeigenvectors of the judgment matrix and are verified by consistency check. The mineenvironments in the East Strip Coal Mine are divided into4levels of excellent,good,medium and poor according to the present levels of mine, average environmentindexes in Liaoning province, national standards and experts’ advices and the evaluation system model of geological environment for the mine is established.According to the evaluation results,we can get a clear understanding of the currentstatus of the mine environment and propose recovery measures to the mine’senvironmental problems.The evaluation results indicate that the majority of the researched area isexcellent region with an area of6.2×106m2being67%of the total area. Within thisarea the vegetation cover is better and there are no large-scale pollution andsignificant geological disasters. The favorable geological environment areas of themine are mainly located in the east tunnel, ore-sand plant, south and east boundariesand the area of them is2.86×105m2being3%of the total area. The main geologicalhazards in the favorable area are soil erosion, landslides, air pollution, water pollutionand covering farmland. The moderate area of the geological environment of the mineis located in the northern region with an area of2.713×106m2being30%of the totalarea. The main geological hazards in the area are fault-sliping, ground subsidence andcollapse. The geological environment of the East Strip Coal Mine in Fushun isgenerally good.According to the evaluation results of the mine, the corresponding ecologicalrestoration measures have been proposed fore the favorable area and medium area. The backfill governance should be taken for the northern collapse area and the backfill earth is about1.188×107m3.The east tunnel should be controlled bywaterproofing,drainaging,slope-protecting and biological greening and theengineering area is about2.52×104m2. The south boundary should be controlled bygreening for the soil erosion and the engineering area is about1.37×105m2. The eastboundary should be controlled by land leveling and greening and the engineering areais about9.94×104m2. And the necessary legal, regulatory and policy support for mineecological restoration have been proposed in the paper.
