China is a large agricultural country, and agriculture is the basis of ournational economy, in agriculture industry, farming of agriculture occupies a dominantposition.With the social and economic development, the proportions of secondaryindustry and tertiary industry in the national economy have been far more thanagriculture, and because of the accelerated process of urbanization, the amount ofcultivated land is decreasing, the quality of arable land are slowly declining. This isnot conducive to ensuring the18million mu of arable land red line, and thefuturefurther development of our social and economic as well as China’s food security.China is lack of cultivated land reserve resources,so tapping the potential of existingarable land is the only way. which need to change the mode of traditional agriculture’sdevelopment, to take the scale of operation of the road, and to solve the fragmentationof arable land. The purpose of the study is to analyze and to find out the reasons onthe extent of arable landfragmentation, to make recommendations, provide atheoretical and technical support to solve regional arable land fragmentation.This study is on the basis of previous studies, combined with the secondland survey database of Baisi town in Shangshui,1:10000remote sensing image andthe associated socio-economic data.The main methods used in this paper arecombination of RS and GIS technology, combination of inside and outside theindustry, Landscape analysis based on FRAGSTATS software, comprehensive indexevaluation method, AHP, ideal value of standardized, and literature study method.Based on the land use status in2009in Baisi town, this paper superimposesthe remote sensing image and interpreted farmers arable land in the remote sensingimage by ArcGis software. It formed the land dividing line of farmers. According tothe results of samples survey, the correct rate of the farmers plot sampling data whichis interpreted by the indoor operation is85%, the indoor operation’s result can be usedin further analysis; and then in the ArcGis software support, combining with thecurrent database using space buffer and superposition analysis cultivated land plot number of Baisi town; comprehensive literature material research, select theevaluation of the arable land fragmentation, relying on the ArcGis, and Fragstatssoftware to calculate indicators of the status quo value, determine the ideal valueindex, combined with the adjusted AHP method to calculate the index weight,calculate the arable land fragmentation overall score, and the fragmentation of arableland grading; and divide the Fragmentation degree level of cultivated land. Finally,analysis to find out reasons, and puts forward some SuggestionsThe main findings of the study:This paper comprehensively selectes eight indicators to research arable landfragmentation level of Baisi town in ShangShui: the worth plot number, piece ofcultivated land area, plaques (land) density, landscape shape index, separating degree,fractal dimension, land utilization degree, potential agricultural population transferindex. Through the analysis of existing data and literature study, this paper putsforward the calculation and it eight index value and the present situation of the idealvalue, present value and ideal value of average household plots are1.64and1, presentvalue and ideal value of blocks of arable land are0.28and0.25, present value andideal value of plots density are3.59and2, present value and ideal value of landscapeshape index is192.55and106.49, present value and ideal value of separating degreeis0.95and0.71, present value and ideal value of fractal dimension is1.60and1.53,present value and ideal value of land utilization degree is3.17and3.13, present valueand ideal value of population transfer index of Potential agricultural0.2and0.47.According to the process and result, this study divides arable land crushingdegree into five ranks with isometric classification method, according to thecomprehensive scores from low to high, they are very severe fragmentation, severefragmentation, moderate fragmentation, mild fragmentation and minor fragmentation.From the level of the town, comprehensive score of Baisi town’scomprehensive index evaluation calculation is0.77, fragmentation level is secondrank, mild fragmentation. Among them, the index system of property right of thecontribution is the highest total score, and up to46%, Landscape analysis indicatorsand socio-economic indicators forthe composite score of the contribution rate isbasically the same, they are26%and28%. The worth plot number, plaques (land)densityand landscape shape index, of the three indicators is relatively low, they are0.7108and0.2837and0.5692. The three relatively low index scores are importantreasons which lead the overall score is not idea. The degree of cultivated land fragmentation score with the decreasedlevel of economic development by the town,the seat of government to the surrounding areas to improve, that is the area ofcultivated land away from the center of the than the area in the center of the presentmore finely tendency.Analysis from the village level the extent of arable landfragmentation, ninevillages to comprehensive evaluation score of more than0.8, and fragmentation levelis first rank, minor fragmentation, its total arable land accounted for45.58%of thearable land in Baisi town; fourteen villages to comprehensive evaluation scorebetween0.6and0.8, and fragmentation level is second rank, mild fragmentation, Itstotal arable land accounted for54.42%of the arable land in Baisi town. According tothe result of the data analysis, the worth plot number, plaques (land) density anddegree of land use’s three indexes final scores are low, and large amplitude, theirscores limit to improve villages’s scores. Score of each index have obvious regularityof distribution on the spatial, the index value from the domain center of the town tothe north and the south gradually increased.scores, because of the levels of economicdevelopment gradually reducing by the seat of the town’s government to thesurrounding area.It can draw the main reasons for Baisi town’s high arable land fragmentationby the analysis:scarcity of arable land and the growing population,especiallyexcessive agricultural population size, as well as splitted cultivated land by ditchesand roads, they lead arable land fragmentation to be inevitable; While the extent ofarable land fragmentation is exacerbated by land equalization thinking and thehousehold contract responsibility system. Based on the above reasons, the authorthinks that shall be reasonably control the population, vigorously develop townshipand village enterprises and guide the agricultural employment population transfer tothe secondary and tertiary industry; reasonable layout and strictly carry out planning,strictly prohibite to illegally occupy cultivated land; improve and strengthen the socialsecurity system in ruralareas and urban workers;sound of farmland changing laws andregulations,and actively promote the development of farmland changing market;actively promote land consolidation and the rural land comprehensive renovation.
