Research On The Level And Effective Evaluation Of The Enterprises In Jiangsu Province Agglomerating Innovation Elements

Our country now is in the critical period of structural adjustment and transformation of economic development mode, improving the capability of independent innovation and striving to build an "innovative country "has become the upper and lower consensus. The report to the Seventeenth Congress of CPC has clearly pointed out:"quicken the pace of building a innovation system for science and technology which is market-oriented enterprises-centered,and combinaton of production,learning, and research, introducing and supporting innovation elements into enterprises, and promoting scientific and technological achievements into practical productive forces". Through years of efforts in science and technology system, Scientific and technological innovation system composed by the enterprises, governments and research institutions and universities and Science&Technology public service system has taken initial shape. The innovation capability of enterprises have achieved great progress. However, due to the long-term system of "planned economy", the market economy is not perfect and there are still many problems in the technological innovation system with enterprises as the mainstay. There are a lot of work to do to acheieve an authentically innovation and tech-driven economic development. Since the research on " Agglomerating Innovation Elements in Enterprises" is not systematic. This paper aims to provide theoretical support for the establishment the technological innovation system with enterprises as the mainstay, through reviewing and exploring the theorises of "Agglomerating Innovation Elements in Enterprises". also based on the practice, the paper qualitative and quantitative evaluated the actual state of " Agglomerating Innovation Elements in Enterprises" in Jiangsu province, and made recommendations for improving the Enterprises’ innovation capability.Firstly, this paper studies the connotation and classification of the Innovation Elements based on the Resource economics theories, and analysis the overall and individual characteristics of Innovation Elements. Then, we studied the Innovation Elements’internal hierarchy, which includes the core layer which is composed by the enterprises and external auxiliary layer which is composed by universities and research institutions and financial markets and public service platform. Enterprise is the mainstay of the technological innovation system, which leads to the necessity of "Agglomerating Innovation Elements in Enterprises". Then, this paper studied the mechanism of Agglomerating Innovation Elements in Enterprises from its specific process, ways and approaches. Followed by analyzing the theories of "Agglomerating Innovation Elements in Enterprises", this paper defined the Index and effect of Agglomerating Innovation Elements in Enterprises, and then established the evaluation index system for Agglomeration Index and Agglomeration Effect. Regarding the evaluation model, this paper firstly analyzed every single evaluation method and their mechanism and advantages and disadvantages, then selected the gray relational method, the mean square deviation method and entropy method according to the principle of "complementary". This paper used fuzzy clustering analysis method to detect the compatibility of the above methods based on the concept of compatible methods set, Thirdly established the combined weights evaluation model based on Relative entropy.Finally, this paper selected large and medium industrial enterprises in Jiangsu Province as the research object, collected the recent and history innovation data of enterprises in Jiangsu Province.In accordance with the requirements of the evaluation index system for Agglomeration Index and Agglomeration Effect, we deal with the data to get the evaluation value after programming combinations of evaluation model in MATLAB language. According to the horizontal and vertical evaluation results of Agglomeration Index and Agglomeration Effect, we analyzed the innovation situation of enterprises in Jiangsu Province.(1) To grasp the different characteristics of the innovation development of every city’s enterprises, this paper compared every city’s Agglomeration Index and Agglomeration Effect.(2) to grasp the history and future trends of the overall enterprises’innovation development in Jiangsu Province, this paper every year’s Agglomeration Index and Agglomeration Effect of Jiangsu Province.(3) In response to the current innovation hot issues such as "the introduction of technology digestion and absorption","The introduction and cultivation of innovative talents","Production-science-research cooperation", we analyzed the innovation situation form the related aspects. And to provide the reference basis for the local governments on improving the Enterprises’innovation capability based on the Analysis.
