New products are the source motive force for the sustainable development ofenterprises. With the rapid technological development of telecom in the recent decade,consumers are no more content with the basic service of telephony. Mobilecommunication, text messaging, video calls and mobile data interchange have becomenew criteria for telecom, for which the popularization and development of the3Gtechnique provide a high-speed technology platform. With respect to the new services oftelecom, consumers now attach great importance to the recreational functions,convenience and rapidness. Consumers’ new demands guide the modern telecom market,which means the new telecom products will be more innovative, sophisticated,integrated and digestible. All the new changes have raised new demands and broughtabout new impacts on the telecom enterprises, which have no alternatives but to keep upwith the changes in techniques, in the market and in the needs of consumers, makingtimely changes and scientific optimization in their organization structure, operationsmanagement and project process management.In2008, the Ministry of Industry and Information Technology of the People’sRepublic of China promulgated the Recombination Plan for Domestic Telecom ServiceProviders, and issued the3G license to the three recombined enterprises. This measuremeans a fundamental change in the market structure of domestic telecom serviceproviders and the arrival of the all-service era of them. The same market, the samecustomer needs but the different technology platforms bring the market morecompetition, the customers more choices, and the service providers the strategic goal ofinnovative development. Only with the spirit of innovative development, and thecharacteristic and differentiated new products, can the enterprise play a prominent rolein the fierce market competition. The experience of successful enterprises at home andabroad has told us that an enterprise should develop a scientific, proper and efficient setof method for the project process management of new product development before itmanages to find the new product that meets the needs of their own strategicdevelopment and completes the process of new product development. Each trade and each enterprise have their own characteristics and traits, which cannot be blindly copied.The author sets out her research against a background of the transformation of theabove-mentioned trade and enterprises for the purpose of developing a proper andfeasible set of method for the project process management of new product development.This thesis is a summary of the author’s research work in the development of newproducts and project management in an enterprise. First of all, the author begins withthe theories of PMBOK (Project management body of knowledge) and analyzes the lifecycle and the surroundings needed for the development of the new products with thetheories of project life cycle and organizations. By combining the knowledge of projectintegration management and SGS (Stage-Gate system), the author also analyzes theproject of new products of enterprises, and provides the new process system design withtheoretical support. The project scope management provides more scientific method ofselection for the needs of new products, and eTOM’s telecom operational frameworkprovides the new system with more professional scientific process framework. Theauthor, by applying the relevant theory, analyzes the status quo of the enterprise andfinds out the problem that the enterprise lacks project management process system ofthe development of new products. Then, the author designs the completely new projectmanagement process system of the development of new products in accordance withrelevant theories combined with the transformation of enterprises and the strategicneeds. Finally, the author applies the new project management process system in thepractice of new product development, and proves the feasibility and efficiency of thenew project management process system with the case of project management of newproducts preserved in the software store.
