In recent years, industrialization and urbanization of Jiangsu Province hasaccelerated, the economy is developing steadily and rapidly, but the environmentalpollution, resource shortages and other issues have seriously hampered the futuresustainable development of cities in Jiangsu Province. In response to this reality, it isnecessary to study the ability of sustainable development of the cities in JiangsuProvince and provide policy advices to increase it based on the former research.Based on the review of the urban sustainable development capability evaluationmethod and evaluation index system and the related theory of the urban sustainabledevelopment, this paper improved the shortcoming of the common evaluation. Thispaper decided to employ the data envelopment method, and selected the data of13cities in Jiangsu Province (from2003to2009) to calculate of their environmentresources efficiency coefficient each years, and evaluates their urban sustainabledevelopment ability. Then, according to related theory of urban sustainabledevelopment ability, this paper defined the impact of urban sustainable developmentcapacity of many factors, including industrial structure, the government influence,economy and extroverted degree of population quality, and empirically analyzed thesefactors’s influence on urban sustainable development ability. Further, this paperselected the top two cities in the rank of urban sustainable development capability,Changzhou and Nanjing, and the last two, Zhenjiang and Lianyungang, and usedthese four cities as a typical case to thoroughly analyzed it from the four aspectswhich including the utilization of resources, environmental pollution, economicdevelopment and social development in order to put forward the corresponding policyaccording to the results of analysis.The evaluation result of urban sustainable development capability shows thatChangzhou and Nanjing’s resources and environment efficiency coefficient arehighest in13cities, thire enviroment efficiency coefficient are1and0.9956. Andthe lowest one is Zhenjiang, its enviroment efficiency coefficient is0.7161. Among7years, sustainable development ability of Yancheng and Suqian has a significantprogress, but the ability of Wuxi and Taizhou have obviously decreased. Consideredof the geographical area, the urban sustainable development ability is best in southernJiangsu, its enviroment efficiency coefficient is0.9061; the second is the northernJiangsu, its enviroment efficiency coefficient is0.8754; and the worst is the middle, its enviroment efficiency coefficient is0.8617.The empirical analysis of urban sustainable development ability factors show that:1.Seen from the case of the13cities, the industrial structure on the environment has asignificant effect to the resource efficiency, and they were negatively correlated; Fromsouth Jiangsu to northern Jiangsu, the influence of industrial structure to the resourcesand environment efficiency has a gradually increasing trend.2.The governmentinfluence have no significant effect on the urban sustainable development ability in allof the Jiangsu Province, except the middle area of it where the government influencehave significant influence on the local sustainable development ability.3.The qualityof the population has significant positive effects on the resources and environmentefficiency in all of Jiangsu Province, especially in northern Jiangsu.
