However,with the continuous development of social economy the areaecological environment in the continuous deterioration，as well asthe transition of social structure, under the influence of economicand social development, it faces many difficulties and challenges,so under the new situation how to explore the semi-ruralsemi-pastoral areas economic development countermeasures, thusto further promote the region economy lasts, stability, rapiddevelopment, become the urgent problem to solve.This paper taking Xingan Meng banner as an example,attempts to discuss my area half agriculture half pastoral areaeconomy development present situation and the existing problemsin its development, and analysis of half agriculture half pastoralarea economy development countermeasure. The main countermeasures are toadvance new-style industrialization energetically, accelerateeconomic growth by farming herd owner oriented industrialdominant change; strengthen farming animal husbandry industrybase construction, promote farming animal husbandry production is managed by extensive manage change to intensive; improve theagricultural production and living conditions, the cultivation anddevelopment of poverty alleviation leading industry, raiseimpoverished population of the culture of science and technologyquality.
