Discussion On Toll Determination Study Of China’s Highway

Along with China’s rapid economic development since the reform and opening up, China highway has become an integral part of national transportation network, the length of highways has been ranked second in the world, contributed to ease the tense situation of China’s transportation. Achievements on the one hand the government attaches great importance to the increase of input, on the other hand, the implementation of the highway toll system is an important factor in promoting China’s highway development. However, with the continuous development of the socialist market economy, the highway toll system, especially the problems of the development of standards of highway toll increasingly apparent, such as: pay relatively high level of overdue charges, improper charges. These problems increase the burden of highway users, also contributed to the increase in China’s logistics and transport costs, to promote an important factor in the price level rose, produced some adverse effects on residents, businesses and socio-economic development.Highway toll this study is to identify problems, the development of the socialist market economy as the basic background to scientific and rational, to determine the standard main line of the highway toll, the basis for the analysis of the need for the highway toll and government control of the need for highway toll, through the analysis of the problems in the formation of the highway charges, countermeasures to further improve our highway pricing mechanism.According to this study to achieve the objectives and content of the study, the use of economics and pricing principles, the use of survey research, qualitative and quantitative analysis method of combining the method of combining the empirical analysis and normative analysis, comparative analysis of the other methods. Of this study is divided into six parts:The first part is background and significance of the research framework, research methodology and the main innovation.The second part, from the highway toll necessity, the main problems of China’s toll roads, highway toll elements and method for determining the three aspects of a literature review to provide a basis for this study.The third part of the highway toll meaning of the definition of highway toll necessity and the necessity of the toll control, laid the theoretical basis of this study.The fourth part analyzes the current situation of China’s highway toll system, and discusses the main problems in the highway toll criteria to determine from the normative point of view. Second, the use of institutional economics and finance, financial, and price analysis, combined with the knowledge of multiple disciplines gives comprehensive measures to improve the highway toll mechanism.
