Research On The Construction And Operation Pattern Of The Pubic Logistics Information Platform

As one of the most important part of logistics informatization, logistics publicinformation platform has become a hot issue in the development of modern logistics industry.It involves the relevant government departments, users, logistics service providers,technology providers, and other main bodies. Its main function is to realize trans-regionalreal-time information transmission and release, data distributed interactive processing, exoticnetwork connection, etc.First of all, the paper expounds the platform’s multi-layer meanings and analyses itsquasi-public product character from different users’ information service consumptionprocess; According to the information resources mastered by the government departmentswhether can affect logistics transaction and logistics service process, this paper makes amore detailed analysis of e-government information demand.Then, this paper studies different users’ information needs. Based on analysis ofplatform constructing principles, the paper uses the method of questionnaire survey to studythe function requirement contents and importance degree. And it takes example by themodular software development ideas to design the platform’s function module. The papermakes the whole system structure design on the platform from longitudinal interactivenetwork structure, horizontal multi-system interconnection structure to the logic structure.Finally, using the idea of value engineering this paper studies the input and output valueof the platform and it puts forward the construction and operation ideas of logistics publicinformation platform based on the value circulation. On the basis of analyzing the buildingand operation’s cost and benefit structure, the paper makes dynamic analysis research on theplatform’s construction modes and operation modes of different periods.
