Research On The Development And The Policy Of High-tech Industry Of East-west Section Of Our Country

High-tech industry has an important position in economic development. The development level of high-tech industry will directly affect the development of economy and science all over the country. With increasing attention on high-tech industry development, it has also made considerable progress in both eastern and western China. However, due to the unbalanced economic development and different high-tech industry policies made by governments in eastern and western China, the disparity of high-tech industry development in eastern and western China has greatly increased in recent years, which has also become the key factor that restricts the coordinated development between science and technology in our country. Therefore, how to reduce the development disparity and promote the high-tech industry cooperation in eastern and western China becomes the key of developing high-tech industry. First, related concepts on high-tech industry were elaborated and the theory of high-tech industry development regional disparity was explained in the paper. Then, the history and current situation of high-tech industry development in eastern and western China were compared and the problems and causes of the high-tech industry development in western China were summarized and analyzed. Afterward, from the aspects of financial and banking policy, investment and financing policy, the legal system policy as well as the talent introduction and reservation policy, high-tech industry development polices in eastern and western China were compared. Finally, the strategy and suggestion of the way to reduce the disparity of high-tech industry development in eastern and western China were proposed, pointed out that the national policy and law should be beneficial to the high-tech industry development in western China. The government should make great effort to adjust the industrial structure and cultivate new economic growth point in western China and speed up promoting the economic the technological cooperation of high-tech industry and talent exchange in eastern and western China. Meanwhile, the development policy of all kinds of high-tech industry in western China should be improved.
