A New Type Of Rural Social Endowment Insurance Financing Main Body Responsibility Sharing Mechanism Research

Financing as a central part of rural social old-age insurance, its stability andsustainability directly impact on the future development of the old-age insurance. As eachsubject of financing, they should play a critical role in financing mechanisms. Due to theeffect of multiple factors, our country’s rural social old-age insurance since its introductionin the1980of the20th century, its system eventually became voluntary savings insurancesystem for farmers. Therefore the state and collective, literally as main parts of financing,failed to shoulder their responsibility. With the deepening of economic and socialtransformation, rural social old-age insurance system has taken a serious challenge, and thedifficulties of caring for the rural old-aged have been gradually highlighted. In this context,referring to the exploration and practice of rural social old-aged insurance in various areas,our State Council published the Guidance For Carrying Out New-type Rural SocialOld-aged Insurance in2009and put this guidance into practice from2009.This article specializes in financing responsibility sharing mechanism in new-typerural social old-age insurance, by combing the theory foundation and literature of ruralsocial old-aged insurance, defining related concepts, recalling changes of financingresponsibility sharing mechanism in rural social old-age insurance. By using the literatureinformation method, questionnaire investigation and case interview method, the paperanalyzes the problems of financing responsibility sharing mechanism in new-type ruralsocial old-age insurance, such as unclear responsibility distribution of the government,collective and individual. Based on the above, this article comes up with the measures toimprove the financing responsibility sharing mechanism in new-type rural social old-ageinsurance, that is, to enhance the sense of responsibility, strengthen the leading function ofgovernment, determine the third Department of the rational collective responsibility,encourage responsibility and to ensure that farmers take personal responsibility.
