| Wind power is recognized as the one of the most promising renewable energy at the world level. With the wind power generation technology and related policies and regulations’ continuous improvement, China’s wind power installed capacity keeps growing, and has completed many large-scale production wind farm. In the whole cycle of construction, project post evaluation of wind farms is an indispensable important link, which not only helps to detect operation problems timely, guaranteeing wind farms’ efficient and sustainable operation; but also has positive stimulative effect on the future projects’ design scientificity, accuracy and practicability, improving the project level of decision making and the expected investment return. So the post evaluation of wind power project has very import practical significance.After introducing the basic theory of general project post evaluation, including its content and methods, the paper elaborated the process of wind farm project post evaluation considering its characteristics. Based on the statistic of Xinyuan Wuhuaping wind farm, with and without comparison, logical framework approach and cause and effect analysis are used to evaluate wind power project from the prospects of implementation process and project benefit. Post evaluation of the process includes the evaluation of the early decision, project preparation, project executive summary; post evaluation of the benefit includes the evaluation of project operation and management, financial benefit, environment and social benefit, the level of success and the sustainability. The results show that Xinyuan Wuhuaping wind farm project’s decision is correct, moderate in advance, and has considerable economic benefit, high success level and good sustainability. At last, the paper come up with some practical improvement suggestions in the light of the typical problems existing in the project implementation process, providing valuable basis for the follow-up project decision analysis. |
