The correlation degree ofspecial automobile industry is high, the industry chain is long, it is the necessary choice forthe industry to implement strategy of industrial cluster development. After phases ofaccidental germination, scrambling to imitate, regulation, scientific development,LiangShanXian special automobile industry has formed industry clusters.But there are alsosome problems, such as the industry overall technical level is low, the supporting industrylags, human resources are insufficiency, etc. Facing the new situation, how to promoteLiangShanXian special automobile industry cluster structure optimization, play driving effecton the local economy, and further improve LiangShanXian in the compe titive position ofshandong province area, has become a major issue of liangshan development.In the related literature, experts and field survey, based on industrial cluster theory as theguide, This paper surveyed and studied the present situation，the formation mechanism and thedevelopment process of LiangShanXian special automobile industry cluster, made an analysis ofthe advantages and obstacles of LiangShanXian special automobile industry clusterdevelopment, and researched the development ideas, goals, available models of the specialautomobile industry cluster of liangshan, from the macro and micro, development anddistribution, this paper put forward strategies and policy measures to further develop andexpand LiangShan special automobile industry, increase its competitiveness, it included:First, it is the logical starting point to study the special car industrial cluster theory.According to the understanding of the industrial cluster theory, special car industry and itscharacteristics, we defined the connotation of the special automobile industry cluster,analyzed the characteristics of industrial cluster, and the inevitability and advantages of thespecial automobile industrial clusters forming are introduced. a special car industry clusterdevelopment has cost reduction, efficient cooperation, technology innovation, regionaleconomic competition, location brand and other advantages, it is an effective strategic way toimprove the competitiveness of the special automobile industry.Second, it is the basis for this study to make empirical analysis of Liangshan specialautomobile industry development. using of empirical research data, we respectively analyzedthe current situation of China’s special automotive industry and the formation mechanism, thedevelopment process of Liangshan special automotive industry cluster. Third, it is the key focus of this study to identify and make SWOT analysis of Liangshanspecial automobile industry cluster. from the cluster development, cluster awareness, theinfluence of cluster, the core industrial competitiveness, the internal structure of cluster,degree of cluster specialization, cluster networking within and outside the seven aspects，weidentified the life cycle stage of Liangshan special automotive industry cluster.It showed thatLiangshan dedicated automotive industry cluster is in a rapid growth stage ofdevelopment.using SWOT method, we analyzed the strengths,weaknesses, opportunities andthreats of Liangshan automotive industry cluster development. Liangshan special automotiveindustry cluster development has obvious advantages on the regional transportation, industrialbase, specialized product and market vehicle, combination of industry, enterprises leading andgovernment support, but there are also a series of problems, such as small-scale enterprises inthe cluster, the parts industry behind, the weak capacity of independent development, low-tech products, senior management talent shortage, shortage of funds, the market shortage ofresources, lack of construction land, severely restricted Liangshan dedicated automotiveindustry cluster development.we need to take measures to overcome the industry’s ownweaknesses and external threats, and promote Liangshan Special automotive industrialclusters healthy, sustainable and scientific development.Forth, it is the end result of this study to put forward ideas and policy proposals ofLiangshan special automotive industry cluster development. To promote the development andgrowth of Liangshan industrial clusters, we must be market-oriented, innovative products,superior brand, create standards, create a large market in mind, to do the professionalism andexpertise, bigger, and stronger industry as the idea, take to extend the industrial chain, andenhance scientific and technological innovation, strengthen research cooperation, efforts toincrease investment, strengthen the development of qualified personnel, and further optimizethe industrial development environment and other measures to establish long-term mechanismof special vehicle production, sales and quality control, to promote sound and rapiddevelopment of Liangshan automobile industry.
