ChangHong COC. company imported the IPD theory from IMB as early as2006, this management approach had been implemented in so many internal business units within the company so that company got rather positive performance and IPD management approach bas brought huge positive impulse on product programming、 R&D、marketing and sales. IPD is the customer-owned scientific management approach based on IBM’s integrated product development, it is a approach that manages the whole life cycle for a specific product and coordinates the marketing、R&D、the related technology transferring departments closely so as to build up a project team, the team members always come from different functional departments as the indirect subordinates of the project manager and the team members are managed in a matrix cross over organization structure. Project manager does his best to promote all kinds of new products in the market and lets end consumer accept them via effective communication, coordination and decision-making.But it is very difficult to work out the cost for a specific project which owns its corresponding heavy working loading, can not control the input&output efficiency and can not conduct the project profit sharing system due to there is no IT supporting system and platform after ChangHong COC. company began to run IPD management mode. Controlling of decision-making and cost budget in different stages in IPD projects can not be guaranteed. Project team can not perform standardization document management, IPD procedure can not be solidified accordingly, therefore, the advanced characteristic of IPD mode is not incarnated.Firstly, this properties and the organization chart in ChangHong COC are introduced, especially focus on presenting the organization chart and its orientation in details, representing the background of building up the project management information platform. Secondly, the basic scientific concepts (Characters&Contents) of project and project management are introduced as well in this paper. Finally, the close relationship between project management and IPD is expounded accordingly.This dissertation analyzes the current situation of the project management manner in ChangHong COC as follow, finds some problems that need to be resolved in the following five aspects which include " The definition of project plan"、"The standard of task completion and feedback of any issues"、"Early warning system"、"Tracing for planning change"、"resource management&task assignment". After handing careful analysis for these problems above, raise the construction objectives to build up the IT information platform including the general objectives and implementation effect, work out its corresponding total cost budget. Then work out about nine construction requirements for those projects including "How to solidify and implement the project management system"、"Make projects transparent and how to control the milestones for a specific project". Then, raise the application solutions and system solutions for the IT information platform. Finally, combine them all together and work out an overall IT information platform solution, it covers all aspects of the problems that need to be resolved for current situation in R&D projects. After the overall IT information platform solution is formed, raise the schedule on how to run this project.Finally, this dissertation summarizes the advantages and the outstanding&excellent effects which this kind of IT information system brings, via evaluation, this platform may enhance the controlling dynamics for the project quality、project cost and project progress controlling&assessment and optimize the management method, enhance the project manager’s ability of panning and process controlling, may get rid of the paper and make the mutual communication more transparent among the project members, the operation running cost can also be reduced a lot accordingly. The communication dynamics and the project closed-loop control response speed can be enhanced, it also enables company’s market competence and obtains the large scale promotion.
