| Mineral resources are an important manifestation of the strength of a country andan important foundation for social development. However, for various reasons,China’s lower resource utilization, high safety risks, and serious ecological destructionphenomena as well as unreasonable product structure, poor quality, low value-addedresources utilization, result in a growing shortage of mineral resources. In addition,part of the mineral resources also needs to rely on imports, which seriously affect thesecurity of the country’s economic construction and even the entire national security.Through the research, this paper proposed two new concepts on the economicbenefits evaluation of comprehensive utilization in mineral resources developmentphases: the degree and the level. A universal evaluation model which is suitable to theeconomic benefits of comprehensive utilization in mineral resources developmentphases was proposed based on the following techniques: the use of above mentionedtwo concepts to macro analysis comprehensive utilization in mineral resourcesdevelopment phases and its situation about our country;"three rate "of comprehensiveutilization in mineral resources development phases; the actual situation of the miningenterprises.The model selects "incremental revenue" and "mineral resources saving andcomprehensive utilization of much direct investment" as the two indexes ofcomprehensive utilization in mineral resources development phases，through the twoindexes can calculate the percentage of "incremental revenue" and total investment.The "incremental revenue" term is subdivided into: improving mining recovery rate toincrease revenue targets; improving recovery rates to increase revenue targets;paragenetic and associated mineral to increase revenue targets; low taste mine andincrease the revenue targets; reducing mining dilution rates to increase revenue targets;improving comprehensive utilization rates to increase revenue targets of six aspects. Apractical research on the Xintianling Tungsten Mine, Hunan Province was conductedaccording to the proposed model. At last, proposed countermeasures and suggestionsto improve the comprehensive utilization rate in mineral resources development phases were presented.The results show that, through the comprehensive utilization in mineral resourcesdevelopment phases, mining enterprises have brought considerable economic benefitsand increased construction investment, social benefits for mining companies and localenvironmental, expanded the influence of the enterprise. This is also to some extentconfirmed the following statements: the comprehensive utilization in mineralresources development phases, including mining enterprises used to improve the"three rate" have already conducted a series of effective investments directly orindirectly. Based on these jobs with the time and followed engineering measures, thecomprehensive utilization in mineral resources development phases projects willbring mining enterprises more continuous comprehensive benefits. Therefore,improving the comprehensive utilization rate in mineral resources developmentphases is imperative. It has great significance to solve the contradiction of supply anddemand in Chinese mineral resources, so as to protect the supply of mineral resourcesand thus safeguard the harmony and stable of whole society. |
