Research On Formation Mechanism And Control Path Of Expert Discretion In Comprehensive Evaluation Method

Bid expert system has two impacts: the authority of the bid expert play the leading roleand to some extent curb corruption can improve the bidding result and regulate the biddingmarket order. But it also has problems, such as some bid expert colludes bid with otherbidding men, and evaluation expert has some man-made factors, which makes the bidassessment system reliability poorly.This paper starts to deconstructe the content of bid expert evaluation system, summarizesan important shortage of comprehensive evaluation method.Technology evaluation index hasrandom and fuzzy evaluation shortcomings, which makes bid evaluation is not completelyobjective. Then through shaping up the bid evaluation theory knowledge of expert evaluation,and the literature study bid of norms of evaluation expert discretion.The paper find that thetraditional research mentioned the concept of bid expert discretion, and the unequal facts ofthe perception of the rights and duties of the bid experts.This paper will use the concept of discretion, and argue the root causes of achieving themanagement goal of optimal the bid assessment effect, because the contradiction of balancingthe bid standards adamancy and discretion space.In order to solving this problem,it needs tobuild theory system of bid expert discretion,which including the mechanism of generating andthe path of regulating. This paper will use the method of literature, comparative analysis anddialectical analysis and other method, and refer to the theory of discretion to analysis theresearch, mainly in the following several aspects:1. Refering to the positive reasoning process of database, reasoning machine and rulelibrary system, it theoretically describes the phenomenon that bid expert discretion exists inthe bid expert evaluation system. First, find the phenomenon of the bid expert discretiondatabase facts from present practice of the comprehensive evaluation method. Secondly,analysis bid expert discretion rules, sort of right of discretion according to the main body andoperation process of the bid assessment system,and then confirmate the current situationproduced premise that meet the rules. Refering to the theory conclusion of discretion, using the institutional content of bid expert system as a theoretical basis, this paper defines and analyzes the contents and theexternal factors of the bid expert discretion, including the operation content and restrictionfactor of the bid expert discretion. This paper depictes the abuse phenomenon of bid expertdiscretion, inder to lay the foundation of regulating the bid expert discretion.3. Refering to the backward reasoning process of database, reasoning machine and rulelibrary system, this paper decompose target system of regulating the bid expert discretion,mainly including four aspects: norms of the bid expert discretion of legislative process,implementation process and supervision process, and accountability inspiration of bid expert.On this basis, controlling the standard path system of bid expert discretion by using themethod of bid expert construct, finally formulates the specific measures of system and pathselection, which includes discretion benchmark system, procedural control and supervisionmechanism and incentive mechanism.
