Based on the human resource and economic coordination development, thispaper study the human resources of Yulin energy and chemical industrybase, in orderto assort with the development of human resources and economy. Firstly this paperbuilds the index system of human resource capacity by means of the carrying object,starting from the carrying media of human resource capacity. Secondly this paperanalyzes the present situation of human resource and economy. Finally this paperbuilds the human resource capacity prediction model by regression analysis toforecast the human resources capacity of Yulin energy and chemical industry base.This study has some realistic value. The objectives to be achieved are as follows:(1) This paper builds the forecast index system of human resource capacity. Onthe basis of analyzing the human resource capacity’s connotation, characteristic,carrying mechanism, index system principle etc, combining the fact of Yulin energyand chemical industry base, the paper builds the index system of human resourcecapacity. System includes three sub-systems and nine indexes, the establishment ofindex system for the whole study to lay a solid foundation.(2) A human resource capacity forecast model is established in this study. Inorder to enhance objectivity of the prediction and reduce the subjective influence, thispaper uses the grey correlation degree analysis model to filtrate leading factor ofhuman resource capacity index system. according to the filtrate factors, the paperadopts multiple-factor regression to construct the predicting model, and through allkinds of revised methods to make the predicting model more scientifically and tomake the predicting precise, and then obtain the crucial influence factors of human resource capacity, including mainly GDP, fixed assets investment of the GDP andtotal factor productivity.(3) An empirical research on Yulin energy and chemical industry base humanresource capacity is carried out in this paper. Firstly, the paper use grey forecast modelto conduct dynamic predicting of crucial influence factors change and obtains thepredicting results of the crucial influential factor,and then combines the influentialfactor predicting results and the multiple-linear predicting model in order to obtainingthe predicting results of Yulin energy and chemical industry base human resourcecapacity from2012to2020. There will be provide the scientific basis for departmentwith human resource planning and guide human resource flow direction.
