Since the reform and open policy, great changes have taken place in our society,the further development of market economy, citizen’s personal wealth is increasing,but behind the rapid development, the period of transition in China inevitably lead tomany social contradictions and problems, the number of social problem is growing,the gap between rich and poor is increasing, the negative effect from the developmentof science and material temptation, leading to the lack of spiritual life, at the sametime, after the reform and opening up public, the emergence of various forms ofwelfare organizations and development of China’s public welfare, provides for thegrowth of the soil for the development of Chinese TV public service programs, gavebirth to the television public service television, in recent years, the television publicwelfare programs as a new type of program gradually into the public view, had a greatresponse and be accepted by the audience.Public-benefits TV programs use lens and voice deliver warm, use warmexplain the idea of public welfare, use public welfare construct harmonious society,and promote the development of public welfare, has become the highlight andinnovation of the TV of China, a public program is blossom everywhere, regardless ofCCTV and local TV with different form open the public welfare programs, at thesame time, we should also recognize that, due to various factors such as publicwelfare undertakings in China started late, TV programs only ratings criteria,entertainment popular and the other restrictions, Chinese TV public service programis just started, thinking the weakness and looking for the possible solutions to theobstacles exist in the development of public programs on TV, promote thedevelopment of Chinese TV public service by the practical action.
