Because grassroots clinics in Weifang City need mang application forms in various forms, the administrative department needs a lot of manpower to do manual classification, comment, query and count. That is not only very slow, but also difficult to make sure the accuracy and timeliness of the data. Health units at all levels of Weifang City need to manage a large number of clinic information every year. Filling forms is complex, time-consuming, lack of uniform standards, and error-prone. After the the filling work, the result will be reported to the higher clinic management department and approval by the administrative department. Due to the large number of date in various forms of data, the administrative department needs a lot of manpower to do manual classification, comment, query and count. That is not only very slow, but also difficult to make sure the accuracy and timeliness of the data. In order to help grassroots clinics management departments in Weifang City to accurately grasp the first-hand information, and support timely development of key projects, avoid repeated entry of the clinic information, accurately issue a scientific plan, so we need to design and implement the grassroots clinic information management system combining with the actual situation of the management of Health Department.The system uses struts1framework, and a four-layer structure which from bottom to top is the data layer, data access layer (DAO layer), business logic layer (Service Layer) and the presentation layer. With this hierarchical structure, we can get a loose coupling between layer and layer, increase code reuse ration; and clear division of labor of each layer is benefit for the division of labor between the team; technologies that each layer uses is mature open source products, which means quality and performance are more secure and can shorten the development cycle and improve efficiency.The grassroots clinic information management system integrate rural basic public health services and basic medical services to achieve residents’electronic health records management and the co-ordinate settlement of village health clinic, contains performance appraisal. The system mainly consists of three businesses:file management, basic diagnosis and treatment and comprehensive statistics. The file management module implement many functions, like personal files management, family files management, death files management, children management, women management, elderly person management, disease control and chronic disease management operation. The business function of the basic diagnosis and treatment module implement four functions, information initialization, drug management, outpatient and physician workstation. The comprehensive statistical module mainly implement seven sub-functions, basic statistics, basic information inquiry, follow-up statistics, health examination statistics, comparative analysis, outpatient business statistics and video conferencing.After the system is running, the user will be able to quickly use the system through the network, implementing zero-install and zero maintenance of client, and sharing information of residents’ health file. After the system startup, it will effectively promote the implementation of the primary health projects in Weifang City, playing an active role in improving the level of health work, and implement the dynamic management of residents’ electronic health records.
