With the rapid development of communications industry till today, competitions among operators become increasingly fierce, with the quality of communication network as the emphasis of the competition, and the operation status and environment of communication equipment as the bottleneck to improve the quality of network information. However, with the advancement of communications industry, the number of communications equipment buildings and sites become increasingly large. In the past, equipment maintenance mainly depended on personnel who would conduct emergency repair on site for the equipment in case of failure, with equipment routine inspection and debugging conducted by personnel on a regular basis; however, such maintenance mode is not applicable to equipment maintenance in today’s communications industry. Moreover, the emerging of monitoring system is aimed at solving this problem and really conducting smart safeguard for computer rooms and equipment, so as to carry out real time monitoring on the computer room equipment, thus maintaining more computer room equipment with minimum maintenance personnel.Currently, energy is an important link in the process of rapid development for our country, which has especially important strategic position in national economic development. Under this background, all major operators should have significant responsibilities in respect of building green network and traffic environment, what’s more, the energy consumption of the three major operators are increasing year by year. For current operators, what they lack in energy consumption management is their basic data of energy consumption, and it costs a lot to rebuild a set of monitoring system for energy consumption. Therefore, the building of an energy consumption system on the basis of monitoring system will be the most favorable option for operators.With the above-mentioned fact, the research of this paper will be of deeply practical significance. In this paper, special analysis is conducted in terms of monitoring system constitution, networking, technologies of software and hardware, etc., taking consideration of the requirement of energy conservation and emission reduction work in current communications industry and the demand for designing new energy consumption software for power environment monitoring. In this paper, it firstly introduces the status quo of the monitoring systems both home and abroad, and introduces the concept and makes explanations in terms of definition, classification, function and characteristics as well as constitutions and logics. Then detailed study is further conducted on the technology structure, design principles and feasibility of monitoring system to obtain the objective and meaning of the study in this paper. Then the study on networking as well as software and hardware of the monitoring system is conducted. Finally, this paper conducts analysis on the function of energy conservation and emission reduction with the monitoring system applied in the communications industry, with elaborate discussion and research conducted in terms of energy-saving constitution, principle, orientation, technology and cases, etc. in the communications industry respectively.
