With the deepening of political and economic reform, the transformation ofgovernment functions is increased to an important position. The transition from themanagement-oriented government to the service-oriented government becomes the prioritymotivation of enhancing the government’s responsiveness and responsibilities. Meanwhile,the concern to the government’s response is the inevitable requirement for the developmentof a democratic society. As one of the important dimensions to measure the level of socialdemocracy, responsiveness has become the focus of attention in political scholars early inthe1980s. New media is popular today; the rapid development of the governmentmicro-blogs injects new vitality to the political reform. They act as the direct channel ofcommunication between the government and people. They have played a role in leadingpublic opinions and processing public events while getting massive crowds. People alsohave great hopes in it in promoting transformation of government and improving thedevelopment of social democracy. Therefore, to expedite the questions of government’sresponse behind government micro-blog’s running is not only a good perspective toobserve the government micro-blog, the new media, but also an effective entry point toexplore the development of government responsiveness in new media age.Sustained economic development will inevitably require political system protection.For performance reasons, the Government will consciously improve administrativecapacity and efficiency. At the same time, the role of public opinion in thedecision-making was more and more important. This is the inevitable trend of the reformand the political system. The government micro-blog development should be in line withthis trend. It provides a new way for government management and a new more directchannel for people to express their opinion. But the network technology is only apossibility, a chance. Whether they can seize this opportunity, the initiative is still incontrol of the government. For now,the technical force promotes the development ofpolitical democracy, but the reality of government attitudes and behavior will still play adecisive role. Government micro-blog in this paper mainly refers to the government agencies anddepartment’s official micro-blogs which opened on the micro blogging platform in use ofopening government information and communicate with people. While its responseinvestigation, mainly from interactivity of new media and also consider the achievement inpublic opinion transformation. To have a comprehensive study for this problem, the authorintroduced well-known American political scientist David Easton’s “system of politicaltheory” in the paper, and observes it in environment of entire political system as transferpolitical-input channels. People express requirements with political implication, supportand jokes through government micro-blog to the government were seen as the input topolitical system. Reaction made after government received input is government’s response;it is usually reflected in network interaction and policy output.After observing carefully on the "input-output-feedback" process in usingquestionnaires, interviews; content analysis and case analysis, the author think that fromthe expression of public opinion and political input, the current government micro-blog askfor more and banter, less support and recognition. This is associated with cumulativedissatisfied and government crisis of confidence. In facing and dealing with a large numberof inputs, government micro-blogs mainly have the following states: Responsivenessperformance of the passive response from interactive level and the vast majority of it arecomplete response and selective response. While asked bing is rare. From policytransformation level, the government agencies which could put the public opinion intopolicy are less. Overall, government micro-blogs make poor performance on theresponsiveness. Most government micro-blogs’ management concepts still remain in theearly stages of development of e-government and do not realize the importance ofinteraction and response. Feedback from policy transformation and interaction is verysmall due to the lack of government micro-blog interaction and response. Therefore thesystemic circulation is not obvious on the government micro-blog channel. It can be saidthat it is the lack of integrity of the political system and fracture of political systemsustainability.
