With the development of human maritime transport, marine oil spill happens one after another, which brings not only huge economic losses, but incalculable environmental and ecological impacts to human society. Since marine oil spill has unpredictability and transient characteristics, though many people are ready to prepare for the oil spill, how to determine the occurrence of oil spills for the first time remains to be a top priority. Currently, the primary means of monitoring the oil rely on by air and aircraft remote sensing technology. For the associated image processing of the sea, these studies are to discover the location and movement of the sea oil for the purpose of the trend. Excluding unpredictable nature of tanker’s oil spills at sea, the real-time monitoring of oil spills in the port, offshore drilling platforms and other locations with a fixed location, can make us find oil spills in the first generation and use the relevant contingency plans, which can reduce oil spill’s impact on the economic and ecological environment to the maximum extent.In this article, we combine many oil spill detection methods with the actual needs of the system, analyze the advantages and disadvantages of them, and finally decide to adopt the fluorescence spectroscopy. Then through analyzing the relevant literature on the fluorescence properties of oils, we study fluorescence characteristics of the sea reservoir by using fluorescence analysis, consult the various components of the fluorescence spectra of oil, and find the characteristics of fluorescence intensity that is in the same wavelength range to distinct with other substances. For the hardware part, this paper has taken a xenon lamp and a photomultiplier tube as the sea surface excitation and fluorescence intensity detecting device, and designed and implemented the front-end hardware of port close oil spill monitoring system which is AT89C52-centered microcontroller. We has mainly done the high-speed sampling circuits that has taken TLC5540A/D converter as its core, thus improving the system’s acquisition for peak fluorescence spectra, improving the reliability and accuracy of this system. Then through the preparation of front-end drive and back-end software on the PC,we has achieved accurate and efficient real-time monitoring to the status of the installation area Oil Spill, discovered oil spill and given an alarm the first time. In the end, we has optimized the related software for the exclusion of false positives and lengthening the life of the main device.Through testing and validation of system, the system can effectively monitor oil spill on the sea ports and other installations in most weather conditions, and achieve a embedded oil spill monitoring system which has reliability, accuracy and can monitor remotely.
