Research On The Humanities And Social Science Evaluation Mechanism

Humanities and social sciences academic evaluation is an important part of China’s scientific evaluation system, plays a vital role for the development and construction of the humanities and social sciences. However, China’s Humanities and Social Sciences Academic evaluation mechanism is still not perfect, the comprehensiveness and systematicness of evaluation mechanism are to be improved. How to solve the problems and defects in the current evaluation system, and how to establish and perfect the humanities and social sciences academic evaluation mechanisms, are important research topics of great practical significance. This paper discusses the issues around the humanities and social science academic evaluation mechanism.Firstly, this paper analyzes the constituent elements and functional structure of the academic evaluation mechanism from the perspective of system theory, and analyzes the normal business information flow and possible noise generated by the flow of information in an academic evaluation mechanism from the view of information flow. Then points out what should be paid attention while setting the evaluation procedures, in order to avoid the generation and dissemination of noise information flow; we explore the commonalities and differences of the humanities and social sciences and natural sciences academic evaluation, and analyze the characteristics of humanities and social sciences research evaluation. On the basis of the above analysis, we summarize the requirements and priorities to establish a sound and scientific humanities and social sciences academic evaluation mechanism.And then, we focus on two research directions:review and selection mechanism of peer reviewers and humanities and social sciences academic achievements innovative evaluation. This article clears the necessity to establish and improve the experts database of peer review,(?) and gives an experts database design which sets fields present the high-frequency keywords of experts’research directions, and based on the keywords matching to find small peers. Meanwhile, based on the experts database design, we analyze the key issues and technical points of experts selection procedures; In the study of achievement innovation evaluation, by observing the law of emergence and development of specific research topics in different disciplines, we put forward an achievement innovative evaluation framework of theme innovation, direction innovation and content innovation, and analyze and discuss the evaluation methods.
