The third generation mobile communication brings human beings more powerfulinformation services, while it also brings telecommunication and mobilecommunication companies a lot of challenges. In such situation, Creating an appliedMobile Communication Internet Database Center (MCIDC) is a key issue to providingmany3G end users with web pages, multimedia message, e-commerce, mobile video,mobile flash as well as mobile payment. The MCIDC which is oriented for3G endusers is a fundational sub-system of3G service network. More and more provencemobile communication companies want to build their own MCIDC to deal with theirspecial business with their limited resources. Aiming at a real program for HuNanProvince Mobile Communication Company, this paper will study design, constructionand realization of the program and it will focus on requirment analyse, overallblueprint, architecture, key technologies, management platform and so on. We designa practical MCIDC and realize it for HuNan Province Mobile CommunicationCompany. Our main contribution is as following.First, we study requirement analysis questions for the MCIDC, and define ourresearch functional context by analyzing out bandwidth and business requirement. Wealso provide a kind of overall blueprint which is referred to JiangSu and ZheJiangMobile Communication Company. In the blueprint, we separate front network andback network and dissociate channels as well as modulate functions.Second, we provide a correspondent solution to resolve our program’s keytechnologies. In such solution, we put forward a practical network plan for theMCIDC network and we propose a solution based-on Clouding Computing andStorage for the MCIDC computing and storage. Also, we give a way which based ongeneral buffer and CDN for the MCIDC performance.Third, our MCIDC has brought about a practical program named HuNanProvince Mobile Communication Internet Database Center’s Construction Program.Now, it works well since it’s birthday half a year ago. The system has reliable systemsecurity. And it can do many works, such as running monitoring, topology display,resource management and business support. The system shows a fact that our MCIDCoverall program satisfies construction requirement of HuNan Province MobileCommunication Company and some key technologies has been resolved in our effects. Such a program can provide a better service for their users. It is a realized programwith practical significance.
