With the coming advent of the Internet age at present, thedevelopment of digital hospital has become a trend of modern hospital.PACS has become one of the essential elements and the symbols ofmodernized hospital. PACS system is a medical imaging information sheetand network management implementation.This thesis introduces the PACS by following the DICOM standard.PACS aims to make a comprehensive solution to the medical imageacquisition, display, storage, transmission and management. In the designof the PACS storage scheme, this thesis uses different storage strategiesaccording to the condition of the network, data flow and the userdistribution. The system uses Delphi to design. The application of PACS,can improve work flow and the entire electronic operation. Integrated withRIS, PACS can achieve a patient information electronic entry, digital imageacquisition and diagnosis for " soft copy reading ". PACS has become thefunction requirement of the system which is to satisfy the imaging department diagnosis, support the all clinical departments of imagebrowsing, improve the comprehensive management level of hospital image.PACS is a storage and communication system which including dataand image acquisition equipment, PACS control unit and a storage deviceand from digital network consisting of display terminal. PACS system isdesigned with fully uses of three layer structure. The main function of thesystem modules include registration/appointment/diagnosis module,diagnostic imaging reports module, system management module, databackup management module. The connection of PACS with HIS system isvery necessary, its connection to the main purpose is to facilitate thediagnosis process, contribute to the PACS image management, to facilitateresearch and teaching work. At the end of each function module is detaildesign and function realization and test, the test results indicate that thesystem’ functions are perfect with good performance.In the detailed design and implementation part of system, the papermakes a connection between PACS and HIS system through table SQLstatement establishment. The PACS system has very high safety, mainlyadopts the independent network structure and support the safety connect software system to realize the security of the system which includingnetwork security, communication security and data access security. The testresults indicate that the system function are much more perfect and hasgood performance.At the end of this article is the conclusion and expectation. Because ofmy limitation of knowledge and time, so the system function is not veryperfect, there still exist some disadvantages, such as system data migration.How to realize the open system software architecture and the existing ornew heterogeneous environment closely integrated? The solution to theseproblems are left only in the future work of the study.
