This paper introduces a popular and effective technique to strengthen the design and development of the Salary Management System which can solve the traditional functional problem of these systems. We design and maintain Salary Management System who owns a variety of models related to the human resources area. System is designed with the help of browser to server principal, MVC structure, J2EE development platform and JDBC to connect My SQL Database. As a result, system can work for the human resources management and make a great contribution to the salary management process. System is designed to be a common process of the salary management standard and will have deep effect on the development of the high-tech management system. Only in this way, can the salary management can be seen by all the participation of the company.Abstract Factory Pattern is introduced in this system analysis and development process to deal with these problems that need the same handling method. We choose UML model to describe the business process and analyze the complex information between user and the system. System is designed to process the requirement of the user in structs2architecture, so logical control unit doesn’t need to rely on the Servlet API directly. At the same time, we can development a better system again according to the new requirement of the user. Hash Map principal is used in data handling process to make the system more flexible. We talk about problems occurred in the development and implement of the Salary Management Information System and bring forward a question how to solve the low-effect problem of the human resources management. The architecture and design model of the system will be widely and long time used in the same type system design process.
