Studies On The Construction Of Science And Technology Information-sharing Platform In Liaoning Province

Follow the principles of System Theory and Public Goods Theory, this paper foucus on Science and Technology Information-sharing Platform in Liaoning Province (STIP).It takes comprehensive use of the Technology Management Theory, Information Management Theory, and Human Resource Management Theory and more,and was presented in a four-step research frame:model construction,model application(problem-analysis),model verification (experience-profiting)and model application again (countermeasure-proposing).The first chapter is an introduction. It discusses the purpose and significance of proposed research,,the research methods it used and innovation spot.Chapter2first makes the definition of related concepts and then introduces System Theory and Public Goods Theory,which were applied to later in this paper to form a theory model.In the process,the paper has also analyzed science and technology information, as well as platform in the prespective of System Theory.The3rd chapter has a review of present domestic researches and points out the weakness in the current studies in terms of funding, professional personnel, information and operating mechanisms.Chapter4applies the theoretical model to the platform. In the process, the paper has found that STIP lacks overall coordination and share with other platforms. It also fails to meet the needs of industrial development in Liaoning.Chapter5analyzes the proble casues in terms of management system, operation mechanism and science and technology personnel.Chapter6deals with the success of platforms constructed in Zhejiang,Shanghai Chongqing and Jiangsu, in order to verify the previous theoretical model.Applying the very theoretical model..chapter7comes up with a series of countermeasure,such as promotion of system cooperation and its service function,the supplemen of resource, and more share with other platforms.
