With the rapid development of social economy and the population growth, the stress of social security is more and more outstanding because the social contradictions have been constantly increased and the public security department is facing with various pressures. In the public security commanding system, the traditional reception&handling system and the mode of resource scheduling is extremely lowing performance and ticking over due to the backwardness of the increasing resource of police, more complicated routine work, the increasingly demanding internal system process and information sharing. Therefore, this article mainly focuses on the study CTI technique application in reception&handling system and the mode of resource scheduling, scheming that it can have effective combination with the scheduling mode of communication and information processing, in order to improve the reception&handling system and the mode of resource scheduling effectiveness and speed of response. Plus, it will provide the IVR system so that the citizens can inquire the business of the public security, the foreign language will be served and the harassing telephone calls will be well-handled. Due to the high-technology, the modern system of public security makes people life more convenient and the people’s living standard has been improved. It also proves that the high-technology has tremendously influence on the system of public security.First of all, this article will introduce every standard of CTI technique and its development tendency. According to the suggestions from some commanding center and the demand of social security, the author analyzes the functional requirements of online voice scheduling mode and software design mode, and accomplishes its design. Meanwhile, the scheduling mode of communication is based on Avaya exchange board, and the TSAPI agreement is becoming the standard between computer and exchange board. The commanding system of communication which is studied and designed by this article takes full advantage of modern communication and network techniques, and improves the level of system’s informationization and automation, reduces the manual operation and maximize the working effectiveness including the speed of reception&handling system, the information acquisition of alarming message, the scheme confirmation and scheduling the police.
