With the development of wireless network technologies and improvements of wireless network devices and end-user devices, we can handle not only traditional data services, such as web page browsing and e-mail services, but also high-speed broad-band video services, high quality voice services, packet based data services and real-time video streaming. Many large-scale experiments have been made by the Ministry of Information Industry showed that various kind of services is feasible in wireless age, and mobile video streaming service is an excellent one to boost end-user satisfactory. For ISP, the competition in the wireless age is the competition of all services, of users. Only by providing new services and experience for the user can ISP gain an advantage in the competition.From the perspective of the commercializing video streaming service, it’s not only critical to improve user experience, but also care about the cost at the same time. These two factors are the key to profiting and evaluating different video services.With this goal, we carried out a performance evaluation system for wireless network video streaming systems. The server, network simulation and client are all designed as modules, is highly configurable and flexible. Through the system, we can observe the real data from many perspectives and scales, with relatively small cost, so as to evaluate the impact of different distribution strategy on the quality of experience of end users. We also proposed a referential implementation for the system based on a3G network standard, CDMA20001xEV-DO RevA. Also, we deployed a distribution algorithm by which we can dynamically adjust sending speed at server side. We can observe QoE(Quality of Experience) at client side. This system is valuable to do model selection and develop services for ISPs.
