Following the Bus Mobile TV, City TV media, is one of the direction of development in which the domestic Department of Radio and Television Enterprises develop in the Outdoor areas of new media. City TV is a target urban flow of population, regarding Building LCD screen in public places as the main broadcast platform, adopting the technology of wireless digital television terrestrial broadcasting (DMB-T) to send television programs broadcast in real time and provide TV viewing rating, like fast and real-time news and information for people outdoors,public information and so on. Although the program has advantages in terms of transmission cost and resource but considering the vague position of the media, the complex expansion of broadcast network and the Slow growth in advertising revenue, the gradual development of television in cities around reaches deadlock.Hangzhou City TV project to study the number of samples in this article, It is the use of SWOT analysis,lOPs marketing theory, TV media in the development of the city to study the problem occurs, compared to development patterns of Beijing and Wuhan and other peaceful development model, as " Peaceful&Safety Zhejiang " Outdoor Video Media, combining radio and television series WS Enterprise Group, as the resource advantages of the proposed city of Hangzhou WS TV development model. Includes "provincial outdoor television news media" media positioning " the media existed and the combination of government departments to promote" a combination of broadcast network expansion mode, diversified revenue model, business ecosystems and other aspects. To break the bottleneck in the development of the city television, radio and television series to explore the video medium enterprises in the field of outdoor development model, the paper finally provides some views and suggestions for discussion or reference.
