At present, a branch of the micro-blogging in the rise caused the people high attention, that is government affairs micro-blogging. In December2011,the government affairs at the annual peak micro-blogging, the experts said,2011is our country government affairs at the first year. This paper based on the academic achievements, the government affairs micro-blogging and government agencies-a key as the research object micro-blogging, government agencies in defining the based on the concept of government public relations from the research perspective with media theory (Russ weir5W transmission mode theory, control theory, people agenda-setting theory, etc), public relation theory, politics and sociology theory research and analysis of the party and government agencies micro-blogging communication effect, through the case study for party and government agencies subject, the spread of micro-blogging spread content, fans, discusses whether can achieve the communication effect of government’s public relations and to set up the image of the government’s purpose.This paper mainly consists of four parts, the first chapter summarizes the study status and the direction positioning of this paper research;The second chapter of government agencies micro-blogging definitions and comb, and sums up the government agencies are micro-blogging classification, characteristics, the way to tell, development; The third chapters on the related theory of government public relations and argument party and government agencies micro-blogging is one of government public relations platform channel; The fourth chapter to spread through subject, case study, the audience text analysis of the party and government agencies micro-blogging communication effect, this paper discusses the effect of government public relations could meet the spread, set up the government image purpose.
