Handheld mobile terminal is a new product after the personalcomputer, and with the progress of research and development and theupgrading of manufacture, it has made a great leap in both hardwareand software performance. Besides, with the popularization of thegeographic information technology and wireless communicationnetwork’s trend to a higher speed in recent years, handheld mobileterminal gradually becomes an indispensable part of people’s daily life.The combination of handheld mobile terminal with digital maps hasbecome an important method in disaster prevention and mitigationand a significant basis for disaster relief, which can provide real timepositioning, disaster data quick collection to realize disaster data fasttransmission and visualization relying on the wireless communicationnetwork. This paper discussed the disaster data collection technologybased on handheld mobile terminal, Global PositioningSystem and thevisualization technology by using Google Map.Specific content as follows:Reviewed the progress of handheld mobile terminal andintroduced the embedded hardware system, specified and analyzedthe popular mature embedded software system and comparedbetween location-based service, terminal-basedpositioningtechnology and integration positioningtechnology.Analyzed the necessity of establishing metadata standardsin reference to the current mature metadata standards, and providedbasis for background disaster database construction by establishingnatural disaster metadata standards.Compared the currentmainstream databases in their database performance, SQL standardsalignment, maturity and access to development by integrating theadvantages of Oracle in geo-spatial data storage, especially the mature application of Oracle Spatial’s geo-processing.Used GoogleMap to visualize disaster information based on its advantages of richdata, low developing costs and high openness.Conclusions:Disaster data collection system based on handheld mobile terminalis a new solution to cut developing costs. All a developer need is ahandheld mobile terminal to implement independentdevelopment.Developers can customize their asked interfaces andfunctions and constantly improve the system with high flexibility.Throughthe establishment of systemstructure, design and related standards, aswell as its development and tests, the system has a high stability, andhas the same efficiency in data collection compared with mostcommercial software. The structure of the system also provide technicalreference for other area of data acquisition and visualization research.Innovative Points of the thesis as follows:The thesis finished the basic job for formulating natural disastermetadata.And developed Mobile Disaster data collection systembased on.NET compact framework according to themetadata,research and works out the fundamental problem of thesystem.The thesis tries to establish adata collection system outsidebased handheld mobile terminal from point of view between mobiledata collection and Google map,and transports the data through wireand wireless methods.Developing and using the kinetic collectionterminal break through the disadvantage of traditional data collectionsystem,the method of collection style is more flexible andconvenient,depending on Google maps advantage in the area ofmap to break through the single source of map data.The constructionof the system has certain advanced than before the system relies solelyon handheld mobile terminal or the Google Map.
