Nowadays, we had entered Knowledge Economy Times. Technology had become one of the most important elements of production and strategy resources in modern economic competition. Technology resource has fundamental function as an important strategy for economy development and social harmony. Also, it can improve works’quality and leads to higher efficiency, arrange resource scientifically by modifying traditional industry, rebuild high-tech industry and adjust industry structure, accelerate the transform of company’s operation mode. As the development of computer engineering, network and information technology, all communication and transportation information management system had been widely used. Because each system were developed separately which cause the "information island" in technology resource, forming the obstacle in sharing the resource. How to share the information from different sources and in different structure efficiently, quickly and in time is becoming a problem need to solve right away.Papers take aim at the integration and applied analysis of multi-source heterogeneous technology shared resources, Application functional requirements demand orientation of all types of users on a shared resource-oriented, study the multi-source heterogeneous science and technology resources management system. According to the integration needs of science and technology sharing resources, use WebService and XML technology, proposed transmission model based on WebService multi-source heterogeneous resources; Further, aimed at the request in analyzing the properly use of research funding, we hold a discussion between the input of the research and the use of them. According to GREY relative model, we came up with an analyzing method based on improved GREY slope in research funding and fee output. In order to satisfying the evaluate request on the executive efficiency by management, we came up with an scientific evaluating method by using AHP level analyzing method to rebuild research project results evaluation system. Finally, by using J2EE technology and SHH structure on the achievements above, we realized multi-source, different structure communication technology to share management resources.Paper realize the multi-source heterogeneous technology shared resource management system, improve the efficiency of distributed scientific and technological management of shared resources, and enhance scientific and technological resources sharing, has been successfully put into operation.
