This topic is put forward according to the specific situation of government paper-based document supervision in ShuoZhou City Shanxi Province. Making efforts to apply modern computer network technology, communication technology, the Internet of Things technology and sensor technology to the government paper-based document management, earnestly to strengthen the regulatory capacity of government document, to improve the processing capabilities of Home Affairs, to make the supervision of the paper-based document networking, automation, intelligence, improve work efficiency, enhance the confidentiality and service capabilities!This thesis studies the government paper-based document supervision of ShuoZhou City. Firstly, to make a comprehensive analysis of the regulatory processes and methods of paper-based document, including classification and management methods of document, as well as the problems in the supervision; Secondly, discussed the RFID technology and its application, analyzes the feasibility that the RFID technology will be used to paper-based document supervision.This thesis analysis the demand of the users, including the user’s role, process, service functions and supervision data. Then, the system requirement analysis, and the core business, interface demand,and performance requirements. This paper discusses the system design principle, the system structure design, running environments, and the system’s service function design and management function design. To discuss the system database design and RFID equipment development problems.As of this thesis, completed,the design the design, development, construction and commissioning work of "paper-based document supervision system" in Shuozhou City has been in full swing, and through the initial evaluation of the relevant departments of the municipal government of Shuozhou, experimental system performance and basic management functions to achieve design requirements, the expected effect, praised by users.
