Management of the Public Weather Servicesdocumentation is very confusing, there is no institutionalization, standardization, oncethe personnel changes, the public meteorological services is difficult to maintaincontinuity.In order to meet the needs of meteorological operations, this paper in Xiangxiexisting Bureau of Meteorology weather forecasting work platform (WOSIS, MICAPS)on the basis of, designed and implemented a modern meteorological service platform, tosolve the last mile transmission of meteorological services. The platform is designed inthe comprehensive analysis of the prefectural (city), county-level observatory of publicweather services, collection service object management, telephone services,meteorological warnings publishing services, mobile weather information receiverestablished on the basis of the user group management, based on automatic weatherstations weather alarm management and information services, publishing platform ofthe public Weather Service meteorological warnings, public weather service, productmanagement and many other features suitable for the meteorological station of the city(state) level of public meteorological platform. This platform is not only a powerfulphone service platform is also an effective weather alert service platform. Platformusing database technology, computer technology, modern communications technology to a wide range of projects are scattered in the city (prefecture) level MeteorologicalStation Public Weather Services and processes integrated into an efficient workingplatform, which aims to improve public weather services efficiency and quality of workto meet the development of meteorological information. The main function of thissystem include: the establishment in line with the city (prefecture) level meteorologicalpublic alert services (including telephone services, meteorological warning services)platform with the issuance of the alert mechanism (automatic alarm generationmechanism), Meteorological Observatory alert service document management toenhance the observatory operations management level. The system put into use throughthe use of a variety of weather warning is issued means and the management approach,an effective solution to the problem of the weather warnings of impending disasters andpublishing process to contribute to the construction of a harmonious society.
