The protection and administrative law enforcement for intellectual property rightsis the most effective means to safeguard the legitimate rights and interests of intellectualproperty for our citizens and enterprises. Establishing the rights protection platform bynetwork can improve the efficiency of intellectual property rights cases, speed up theinformation of circulation between patentee, unit and the government department, andform a safe and effective environment of right protection.This paper is based on the development process of the intellectual property rightsprotection support center project in certain province. This system is a centralizedmanagement platform built on multi-level system structure and B/S model,summarizing and integrating individual case information. Using the system, variousdepartments are able to do the daily operations, such as fill out the forms, takeexamination and approval, and inquire progress monitoring, etc. Further more, thepatentee could complain, track the case, and operate the results through the network.By analyzing the business needs and modeling which comes form IntellectualProperty Rights Protection Centre, this paper is aimed at extracting the functionalrequirements of the daily operational work in Intellectual Property Rights Center,completing the design of each module, generating a static design legend, and achievingthe ultimate coding.
