Platform And Database System For Information Decision,Management And Sharing Of Ecological Shandong Province

With the global population growth, resource shortages, environmental pollution and ecological deterioration, Human began to explore a sustainable path of development of economic and social with population, resources, environment after profound reflection of traditional development pattern. Building an ecological province is the major initiative with innovative to achieve a sustainable development in the province regional level. Shandong was the sixth pilot province of china, which had passed the program for "building an ecological province of Shandong" and officially launched in the year of2003. In2005, the provincial government proposed the major policy decisions to speed up the building of ecological province. Despite of the late start, Ecological Shandong Province progressed smoothly all over the country with the rational and strict measures. Building an ecological province is a new formulation with Chinese characteristics, which is not only a philosophy and theoretical issues, but also a practical issue. There are many new situations and problems urgent need for systematic research in the exploratory stage of ecological province. For example, the coastal forest has been serious damaged in Hainan, which is the first province that proposed to build the ecological province. And some provinces even did not follow the planning. Therefore, it is a major technical issues both in theory and reality to develop a decision-making, management and sharing information platform and database system.There are many websites that applied the database technology which playing pivotal roles, such as the Molecular Ecology Resources, Database for Ecosystems and Ecosystem Services Zoning in China and Chinese eco-agricultural information management database.In this study, the Platform and database system for information decision, management and sharing of Ecological Shandong Province used B/S structure, the Tomcat Web sever, the Java language, and combined with the Hibernate and JSF open source framework, owning the stability and flexible expandability. The biggest characteristic of B/S mode is:the user can go through a WWW browser to access the text, data, images, animation, video on demand and voice information on internet that are generated by many Web servers, and each Web server can connect with the database server in various ways, large amounts of data are actually stored in the database server. Tomcat is a compact web application server. The configuration, installation, operation and deployment of web applications are very simple. As open source and free feature, users can freely accessible to download, install and use Tomcat. It is also one of the important reasons why the Tomcat has been used widely all over the world. Java is a simple, object-oriented, distributed, interpreted, robust, secure, architecture neutral, portable, high-performance, multithreaded dynamic language. The excellent characteristics of Java language makes Java application has unparalleled robustness and reliability, it also reduces the application system maintenance costs. The whole system used standard multi-layer structure, which is divided into the user interface layer, business logic layer and data access layer. A comprehensive, systematic and dynamic eco-province construction information platform and database are built. And there is no case in the whole country ever before.Database system includes12sections:Data sharing policy, basic data of Ecological Shandong Province, Objectives and tasks, Indicators, Ecological function zonings, Key projects, Circular economy and low carbon economy, Security system, Construction plan examples, Laws and regulations, Examination results and Literature.Building a centralized, unified, authoritative environmental information resources service platform and information release window to provide the public with accurate, timely, high-quality ecological province information services; promote the exchange of information and information sharing between departments. The database includes basic knowledge, planning introduction, Shandong and other provinces construction progress, advanced experience, the problem of technology promotion and other aspects. The sporadic and decentralized ecological province data can be integrated and unified. After two years of construction, the system has been put into use. The platform and database system of Ecological Shandong Province integrated the land, mining, forestry, environmental hazards, grass, water and other multi-scale, multielement data effectively, constitute a software system to provide data as the core to the policy-makers and managers. We can manage the province’s ecological resources and environmental data effectively, achieve the rapid retrieval, updates, analysis and processing of ecological resources information. The platform and database of Ecological Shandong Province is the first eco-province construction database all over the country, realizes the scientific, automatic and intelligent of the province’s ecological resources data management. The system provides a variety of information and technology, provide reliable, comprehensive, scientific technical support for the government and relevant departments to make decision. The system can be used by anyone who needs the information about Ecological Shandong Province. It is sure that the platform and database system will play a significant role especially for government department decision-making, administration department management rules and regulations formulation and resources and environment department ecological research.
