With the pace of China’s reform and opening-up and the steps of development ofthe domestic television industry, the further development and innovation of TVprograms is also growing at a rate of speed. Along with “Nanjing Zero Distince” ofJiangsu TV City Channel and “Night Navigation of News” belonging to Heilongjiang torun in January,2002, from then on, a new program form has come into being, called thePeople’s Livelihood News. Meanwhile, all the major television stations strive to be thefirst to establish the livelihood columns. Then, it aroused a non-gun smoke warconcerning the people’s livelihood news ratings.However, as the needs of the audience change, the livelihood programs satisfy theaudience demands through reform and creation constantly. With the continuousdevelopment and evolution of the people’s livelihood programs, according to the detailsof contents and changes in program forms, TV news show about livelihood is dividedinto many categories. The Public Channel “Help” program is a service of news programon the basis of the People’s livelihood program. It takes the essence, at the same timepays more attention to service and narrative of program. After the “Help” broadcastedas a separate part, the ratings of the32ndweek ranked second among the Harbin area,which is compared with television programs at the same time. It becomes the brand partof the Public Channel from a sub-column of public journalism network. What’s more, itwon the title of Heilongjiang TV station,“Excellent Team” on November11,2010.With the arrival of2012, the “Help” ushers in its the fourth year. It spent the early-stage,went across the growth period, thus now it set foot into the mature period. But how toextend the mature period, get a long-term and stable development and strive for a widergroup of ratings. Above all, it is extremely necessary to obtain the support andassistance of academic theoretical level.The “Help” program belongs to the program form of livelihood, so it may be calledthe product of change and development of people’s livelihood news. This article carrieson the overall positioning to “Help”, mainly through the analysis of the audiencelocation, the content positioning and position in form. The “Help” carries on revisionand innovation constantly during the development process. Such as “Help Girls” plate created, the special show “Wang Tan Family” on weekend and so on, in this paper hasall made the brief introduction. Simultaneously, the author conduct a detailed analysison the advantages and liminations of the “Help” program. Aterwards, the author putforward constructive comment and suggestions on problems in the “Help”, in order toprovide more comprehensive and scientific theoretical paradigm.
