Fast, accurate, and efficient logistics transportation guarantee is one of the decisive factors in the outcome of the war. The natures of military decide that the military modernization can’t buy abroad, but independent research. How to establish a rapid response, visualization, agile logistics transportation system, has become an important topic for our logistics modernization.At present, although our army logistics modernization has made certain achievements, still have bigger difference with the target required by modern war to information. It mainly displays in:(1) The current information management and dispatching system operates complicated,has no visual user interface, dysfunction, and the actual situation is out of line, cannot effectively realize vehicle scheduling management quick response and reduce staff workload, and it is useless for commanders and fighters;(2) Intelligent and decision problems:our current vehicle scheduling management is more rely on management work experience to develop vehicle management and transportation scheduling scheme, this method is very arbitrary, lack of visual data support, slow response, many disturbance factors, does not provide strong technical support for the rapid decision-making;(3) Rapid response problems:The level of informatization is not high, the lack of effective information system, low efficiency;(4) Integration, collaborative problem:Synergy among units is not sufficient; the system integration compatibility is not strong.This paper combine with the actual situation of military logistics transport work, targets the problem of the army vehicles scheduling within the environment of complexity and dynamic uncertainty in the army vehicle planning scheduling, as well as the inconsistency of the arbitrary decision-making by the commanders because the instant information is unavailable and incomplete, an novel architecture is put forward to a military vehicle agile scheduling system. Based on this framework, with VB.NET and SQL Server software platform, development army vehicles scheduling management system based on GIS/GPS and its module, completion the system construction, requirement analysis, system design and function realization, system test, etc. The major work of this paper includes the following aspects:(1) Introduces the research and the application of the present situation on vehicle scheduling monitoring system inside and outside army, proposed the problems and defects of the army vehicles scheduling of work, and puts forward ideas and methods of the solution to the problem;(2) Initially builds the army vehicles quick response operation monitoring system, made clear the target system, established the design principle of system, make sure the system structure and software selection;(3) Make the requirement analysis of the system, mainly through the investigation of army logistics transportation work, make the business process analysis and systematic function analysis, had formed the data flow diagram;(4) Detailed descript the design of the system and functions, including the design and implementation of management module, electronic map, the shortest path planning and rapid monitoring scheduling. Focusing on the shortest path planning in the Dijkstra (di jester pull) algorithm and its programming;(5) Puts forward the system test method and gives the suggestions of the system test.
