With the development of mobile networks and popularity of social networking ser-vice, demand wherever and whenever we can establish or maintain social relationship with relatives, friends and even strangers became urgent. The social networking appli-cations with smart handheld terminal commonly used Client/Server structure, however, social networking applications is not able to meet the needs of users used smart terminal owing to the lack of the transmitting of server. On the other hand, the support of the so-cial networking application mode based on the relationship between the locations of network members is inadequate, while the social networding application mode based on the relationship between the friendships of network members is supported as well.In this paper, we want to resolve how users of smart handheld device can make so-cial communication with each other on the lack of accessing network server through infrastructure network.Firstly, this paper briefly introduces the technology of mobile wifi hotspot, P2P network technology, and the recent development of the operating system of smart handheld device.As a result, it advances a new communication framework based on WiFi and P2P named Mobile P2P Communication Framework (MPCF). This frame-work provides a solution how smart handheld device can communicate with each other, wherever and whenever there is on the lack of accessing network server through the Base station of telecom operators. Besides, we developed a component based on MPCF on the Android platform aim to verify the feasibility of MPCF and facilitate developing mobile applications based on WiFi.Secondly, by analyzing social network applications, this paper introduce the mode of social network based on the relationship between the locations of network mem-bers.On the basis of MPCF, we designed and implemented a mobile social networking communication application on the Android platform, which provide a new way for the mode of social network application.Finnaly, the designed functions with the Android application in this paper are veri-fied, and the performance is checked. For successful implementation of this paper, it provides a good basis for in-depth study of that communication framework based on mobile WiFi and the mobile social network communication platform.By deploying the Android application software based on MPCF designed in this paper, it is that has achieved dynamic maintenance member list, chat room function, inistant message function and file transfer function based WiFi connection established by mobile hotspot.
