Since microblog entered China, especially the opening of the Sina Microblog in 2009, it has become one of the most frequently used internet applications in recent years in China and has produced a great effect on society and culture as a new public opinion center. Microblog plays an irreplaceable role in the dissemination of public opinion on social emergencies. However, while playing an important part in supervising, microblog also greatly amplifies rumors and negative information and thus increases the complexity and difficulty of public emergency disposal. The government’s ability of decision-making and communication is meeting a totally new challenge. Under this situation, the government has to attach great importance to a series of problems, just like how to confront public opinion, how to deal with public emergencies, and how to guide the public opinion toward the right. This thesis takes 7.23 Wenzhou train accident together with other events as examples and tries to make a penetrating analysis on the features, spreading process and system of microblog. Besides, this thesis summarizes the government’s deficiencies in facing public opinion on social emergencies in an all-round way and tries to put forward possible countermeasure as well.
