Signal stations are specific navigation aid facilities of upper Yangtze River whichare established to give commands to vessels traveling across the areas. Navigationsafety in controlled waterway is seriously affected by channel conditions because wherethe torrent of water and the shallows are located. At present, telescope and Very HighFrequency Radio Telephone (VHF) are used by operator to collect the position ofvessels, combining with informations such as weather, diurnal variation, flow velocityand water level to send signals. The command results are affected by operator’sprofessional ability, experiences and psychology. Meanwhile, lack of accurate positionof vessels and hard labor indicate low efficiency, poor precision and navigationefficiency. In attempting to address these problems, an intelligent computer-aideddecision-making system is proposed to improve navigation efficiency and security, aswell as decrease the workload of operator.According to requirement of the project "Intelligent signal station in controlledarea", with the support of Luzhou Waterway Bureau of Yangtze River, an intelligentcomputer-aided decision-making mothed is studied in this paper. Using AIS (AutomaticIdentification System) and GIS (Geographic Information System), the feasibility andmethod of Artificial Intelligence based computer-aided command is studied anddiscussed. The entire intelligent system were designed and implemented. The mainwork of the thesis and achievement are summed up as follows:①The present situation of Shenbeizui Signal Station and the command method isdiscussed. The demands and related knowledge of the intelligent computer-aideddecision-making system are introduced.②According to characteristics of collecting data, several aided algorithms andcomputer realizations are designed, improving the security, rapidity and accuracy of thecommand.③Combining with spot investigation, several command models are proposed,which improve the efficiency and security of navigation.④Aiming at the low efficiency, hard lobar and low degree of digitalization incurrent command method, the feasibility of BP neural network based command methodare demonstrated and implemented in Shenbeizui Signal Station. ⑤According to actual command requirement of signal station, an intelligentcomputer-aided system is constructed and the system software is developed.⑥Due to the varieties of information and hugeness of data, a mulit-informationplayer and image-information description module are designed. The module can realizeinformation recalling which make the operator manage the database more efficient.The results of field-testing showed the system can give the command correctly andmanage the collected data efficiently. The system achieves intelligent decision-making,aided command-giving and multimedia information real-time recording, whichcontributes to the digitalization and informatization of controlled waterway signalstations.
