Mass Media is the main way to guarantee people’s basic cultural rights. In ourcountry, the most mass media are state-owned property. Obviously, it’s a communityorganization. In October2011, the CCP pass a resolution about deepen the reform ofthe cultural management system to promote socialist cultural development andprosperity. This decision emphasizes the important of build a public cultural servicesystem with reasonable structure, functional, practical and efficient. The systemcontain many people’s basic cultural rights, like watching TV, listening to the radio,reading books and newspaper, appreciation public cultural, participation in publiccultural activities and so on. This requires a response mechanism must be establishedbetween publics and public organizations. As to the mass media, it means formation asystem about manage the legitimate interest demand of media consumer, in order tomaximize the rights and interests of media consumer.On the basis of our political system, include media, media administrative, thecourt, the National People’s Congress and the Chinese People’s Political ConsultativeConference have qualification to participate in the management of media consumptionappeal. This paper tries to describe and summarize the ways of operating,characteristic and the space and possible of improvement from the NPC and CPPCCperspective by document study.
