The Implementation Of Aiding Policy To Impoverished Students Of Art Schools:Problems And Countermeasures

In recent years, the problems of impoverished students of art schools, which concerns the social stability, is attracting great concern from society. How to effectively solve this problem is related to the realization of equal opportunity of education, to accelerating talents cultivation and to the implementation of the strategy of revitalization for our country with education and science.The issue of impoverished students is becoming a serious problem as the reform of higher education, because of the particularity art institutions are increasingly faced with this problem. Based on the analysis of investigating the current situation of Shenyang Conservatory of Music, and the review of researches from domestic and abroad, this paper puts forward some suggestions to perfecting the financial aid system and to implementing the effectively policies in providing financial aid to art schools’impoverished students.The paper firstly introduces the relevant theories and the practice of financial aid to impoverished students, the development of impoverished students of financial aid abroad to the present theory, and presents the periods of the aid policy experiences. Then, the author takes Shenyang Conservatory of Music as an example. Though investigating on some art schools’ impoverished students and interviews, the author obtains dependable data to analyze the reasons of the present phenomenon of the financial aid system, and to identify the problems in the current implementation of the policy:the lack of government supervision and management of the school funding system is imperfect, funded the implementation process can not be guaranteed equity issues, to clear art schools poor students subsidy the implementation of the policy inadequacies.Finally, the author puts forward to his own opinions about the current implementation of the financial aid policies to impoverished students and suggestions on strengthen the role of government in the college of impoverished students, student loans and the integrity of education integration, to carry out the spirit of the burden of impoverished students counseling, rich to impoverished students in the form of incentives and so on.
