Along with the continuous development of “the Modern Distance EducationProject in Rural Schools”,”School Link Project”and” Class Link Project”, China’srural elementary education informatization also has been deepened in.The optimizeconfiguration and efficient use of the digital educational resources has become thecore element of the development. But many schools exist many issues, such aseducational resources aren’t adequately and applicable for teachers, the digitaleducational resources is becoming a bottleneck for the development of China’s ruralelementary education informatization.This study makes the digital educational resources as the main clue, upon theperspective of the performance theory,use evaluation method to investigate problems.And seek the strategy that can ease or even solve the bottleneck, in order to providesome reference to further development and utilization of digital educational resourcesin the rural middle schools.This paper is mainly divided into five parts.In the first part, in the method of literature review and content analysis, I haveconsolidate the theory about the digital educational resources and performanceevaluation, designed to lay a good foundation for the next research.In the second part, I have analyzed the influence factors of in the rural school; Ialso have analyzed the construction and utilization of digital educational resourcesupon the perspective of performance theory; and have tried to set up a performanceevaluation model about the construction and use of rural schools’ digital educationalresources.In the third part, around the aim that fits to the rural school, has good practicalguiding function, strong operability, and so on, I have designed a evaluation indexsystem about the construction and use of rural schools’ digital educational resourcesand the corresponding performance evaluation scale.In the fourth part, in order to use performance assessment scale better and carryout empirical research better, I have designed the methods of application from someaspects, such as data collection methods, data analysis methods and so on. In the fifth part, based on the data from H97and J middle school, I haveintroduced some research founds.
