In the1980s, under the influence of decentralization theory and the rebuild the educationstructure movement of basic education,teacher empowerment come into being, and play animportant role in education reform. This paper is to explore and analysis its theory buildingand implementation basis on its become, development, theory and practice, to clear the wholepicture of the American teachers empowerment, little reference to the views of professionaldevelopment for our teachers and teacher education reform. The article includes six parts:The introduction, introduction the reason and significance of the research, summarizesthe literature review at home and abroad; define the concept of the main terms;The first part is the motivation and development of American teacher empowerment,mining American teacher empowerment to carry out, summed up its development;The second part is the overview of the American teacher empowerment, summarize thetheoretical foundation, the main content, the way, the implementation security conditions, andthen build out the ideograph of the American teachers empowerment;The third part is the case analysis of implementation of the American teachersempowerment, research implementation of the Wisconsin primary and secondary schoolteachers empowering, analyze its strengths and problems in the implementation process;The fourth part is the revelation part of its own proposals for the status of teacherempowerment through research on the theory and practice of the American teacherempowerment;The epilogue, is a summary of the entire study, and proposed the direction of futureresearch efforts may be.
